
Unfortunately, this isn't necessarily good news. As with most things
milspeak, this doesn't mean what it does for the rest of us. In this case, it means that the Pentagon is spending
more of its budget on "black," or classified, programs than at
any time since 1988. This piece of news coincides with a
report that the Defense Department is
unable to track how it spent tens of millions of dollars in the U.S. war on terrorism.
